Gilbert is a statistician, with
specialization in computing. He has ten years of professional experience in computer
programming, software development, systems analysis, monitoring and evaluation, data
management and analysis. He is a recognized and practicing data management
and information systems specialist, who has provided services to the Ministry of Local
Government, Uganda Programme for Human and Holist Development (UPHOLD), Appropriate
Technology (Uganda), Local Government Associations and the former Uganda Commercial
Bank Limited. Gilbert has participated in a number of studies aimed at Local
Government development either as the team leader or counterpart.Gilbert is currently
working as a consultant with the Ministry of Local
Government as the Management Information Systems Specialist. He has previously
worked with the same ministry as an Information Systems Officer. Before joining the
Ministry, Gilbert worked with Appropriate Technology (Uganda), an American NGO, as a
consultant on Monitoring and Evaluation; with Uganda Commercial Bank Limited as an
Information Technology Officer; with Appropriate Technology (Uganda) as an assistant
Monitoring and Evaluation officer and with Systems Technology Limited as an instructor on Information Communication Technologies and data management. Gilbert Kiracho was
educated in Uganda. He earned a Bachelor of Statistics (Hons), Postgraduate Diploma in
Statistics and a Masters of Statistics (Computing) from Makerere University. He has
attended a number of specialized courses organized by renowned institutions such as
ESAMI, Malaysia Technical Cooperation, Software technologies limited all geared
towards Information Communication Technology, data management and analysis, monitoring
and evaluation. Gilbert is fluent in English.
